The application deadline to apply for HOME ARP funds has expired.

The HOME American Rescue Plan (ARP) Program was created in 2021, providing $5 billion in one-time funding across the nation to support affordable housing initiatives. Minnesota Housing was awarded a one-time allocation of $31 million to increase housing stability by addressing the needs of individuals experiencing homelessness or at risk of homelessness. These authorized funds will be allocated under the HOME American Rescue Plan (HOME ARP) program

HOME ARP Program Guide

Eligible Activities

Minnesota Housing will use its one-time allocation of HOME ARP Program funds to provide financing to selected applicants for any of the following activities:

  • New construction (with or without acquisition)
  • Acquisition with rehabilitation
  • Rehabilitation (without acquisition)
  • Operating Cost Assistance with one of the above activity types
Qualifying Populations

HOME ARP funds are intended to benefit specific Qualifying Population and Low-Income Households as defined in Section IV of CPD Notice 21-10. HOME ARP Program regulations require that funds primarily benefit the four Qualifying Populations: 

  • Homeless (as defined in the 24 CFR 91.5);
  • At risk of homelessness (as defined in 24 CFR 91.5);
  • Fleeing or attempting to flee, domestic violence, dating violence, sexual assault, stalking or human trafficking
  • Other populations who do not qualify under any of the populations above but if activities were implemented, they would prevent family homelessness or serve those with the greatest risk of housing instability

Veterans and families that include a veteran that meet one of the preceding criteria are eligible to receive HOME ARP assistance.

Rental housing units that are acquired, rehabilitated, or constructed using HOME ARP Program funds must be primarily targeted to all four Qualifying Populations.

Important Dates

Review the following important dates for the 2026 HOME ARP RFP:

  • Tuesday, January 20, 2026:  Applications Open
  • Thursday, January 29, 2026: Informational Webinar
  • Tuesday, May 5, 2026: 2026 HOME ARP RFP applications were due by noon Central time. We are no longer accepting applications.
  • Thursday, August 27, 2026: Projects are expected to be recommended for selection at the Minnesota Housing board meeting
Allocation Plan

The HOME ARP Allocation Plan – Amended describes how funds will be distributed, including how it’ll address the needs of qualifying populations. The plan was approved by the U.S. Department of housing and Urban Development (HUD).
