Qualified Allocation Plan (QAP)
Minnesota Housing's Qualified Allocation Plan (QAP) describes how Low-Income Housing Tax Credits (Housing Tax Credits) are distributed to multifamily rental projects. The QAP combines state and federally legislated requirements as well as priorities from Minnesota Housing's Strategic Plan.
The QAP and Self-Scoring Worksheet outline the overall funding priorities for all Housing Tax Credit (HTC) funding rounds and the annual Multifamily Consolidated Request for Proposals (RFP). The QAP is effective for two years and forward allocates HTCs. This means for each Multifamily Consolidated RFP, HTCs are allocated for the following year.

2029-2030 QAP Events
Minnesota Housing invites the public to attend upcoming events to learn about the QAP and provide feedback as Minnesota Housing staff begin developing the 2029-2030 QAP. Communities most impacted by rental housing needs, partners, cities and industry professionals throughout Minnesota, and those that work with Minnesota Housing Multifamily Programs are particularly encouraged to attend. Additional engagement opportunities will be available in June 2027 when we release our initial draft for public comment.
Virtual Information Session
Minnesota Housing is hosting a virtual information session for attendees to receive an overview of the QAP, hear about the development process, and learn about future engagement opportunities.

Virtual Engagement Session
Join us for an opportunity to provide early feedback on the upcoming QAP, which will be considered as Minnesota Housing develops the first draft of the 2029-2030 QAP.

General Development Timeline
Below is an estimated timeline for QAP development. There will be more opportunities to provide your feedback.
- September-November 2026: Early engagement events
- December 2026-May 2027: Minnesota Housing works on first draft
- June 2027: QAP public comment period with engagement opportunities and public hearing
- September 2027: second QAP public comment period and public hearing
- November 2027: QAP will be presented to the Minnesota Housing board for approval
